Hello. I would like to know if there is any way to legally get roms, such as all the third generation Pokémon ones. And I would also like to know how to get a GBA BIOS.

To get them legally you have to dump them yourself, which requires obtaining the cartridges and a cartridge dumper. To dump the GBA BIOS you need to dump it from a GBA, DS, or 3DS. I am unsure how to do it offhand on the 3DS, but I'm pretty sure it's possible.
